As for US, it wasn't so long ago that an old man, frail, visiting his son in US, was thrown to sidewalk and almost choked to death, and is hospitalised for several years, unable to function, because he was taking a morning walk and the policeman thought it was ok to do this, since the old guy couldn't speak in the local accent. No one in India justified any killing of anyone based on an inability to speak the local language. Much less so by a policeman.

Rural India does depend on cattle for survival and well being as much as US does on oil, remember Iraq wars?
So, unless it is an out and out racist stance which would not be new by West , it should not be difficult to understand that if laws and attitudes in West protect some species, similar vital dependence in another economy does so for other species - cattle for rural India is far more vital than horses and dogs were for hunters of Nordic latitudes .
